The serial killers making these blatant plans to carry out “mass executions” must be stopped. The economic melt down is being used as their incentive to proceed. Outright killing and bio-terrorism strategies are being perfected and practiced on us. It’s a pet project of the elite. It’s common knowledge that Prince Phillip said that after he dies, he wants to come back as a deadly virus to reduce the earth’s population by 90%.&lt;br /&gt;&lt;br /&gt;Henry Kissinger set up the old ideas that President Obama is following. [Hey, isn’t he a person of color?] Kissinger was National Security Advisor NSA and Secretary of State for Presidents Richard Nixon and Gerald Ford in the 1970's.&lt;br /&gt;&lt;br /&gt;Like King George VI and early elitist Thomas Malthus, Kissinger says that humans will eat and reproduce until there is standing room only on the planet. He thinks he should rebalance the natural world to his way. In his memoirs, "The Final Days", control over life and death is a sexual high as "Power is the ultimate aphrodisiac". We think that the megalomaniacs should not reproduce.&lt;br /&gt;&lt;br /&gt;Kissinger helped write the classified memo dated December 10, 1974 for the U.S. National Security Council called “The National Security Study Memorandum 200, Implications of Worldwide Population Growth for U.S. Security and Overseas Interests (NSSM200)”. President Gerald Ford adopted it as official U.S. policy in November 1975. Getting control of the world's food was one way to gain control of the people. To get food and medicines, developing countries had to agree to tough birth control programs and to drastically reduce their population. People resisted, of course. Kissinger and his cohorts decided to resort to wars.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The myth of “overpopulation” is promoted, particularly against Indigenous people and people of color. We are standing in the way of their plunder of the Earth's resources and destruction of life. As Kissinger said, “The fast growing populations are prone to civil unrest”. It’s because we are hungry for life! Young Indigenous people are their highest concern because they could drive away investors!&lt;br /&gt;The UN adopted the “World Population Plan of Action” in 1974 to keep the global population below 8 billion. Recently it was lowered to 1.5 billion so they can enjoy the North American materialistic lifestyle of creature comforts, gross obesity and desensitization. They are unconcerned about natural cycles of life. They set a limit of two children per family. They saw that it would require "vigorous efforts" while pretending it's voluntary.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Birth control devices did not slow down the birthrate of the 13 targeted countries: India, Bangladesh, Pakistan, Nigeria, Mexico, Indonesia, Brazil, Philippines, Thailand, Egypt, Turkey, Ethiopia, and Colombia. President Luis Lula of Brazil told a gathering attended by British Prime Minister Gordon Brown that the global financial crisis was caused by “the irrational behavior of white people with blue eyes” [news.bbc.co.uk].&lt;br /&gt;&lt;br /&gt;Kissinger's war crimes are well documented in “The Trial of Henry Kissinger” by Christopher Hitchens. Kissinger was involved in genocidal massacres of millions in Vietnam, Cambodia, Laos, Bangladesh (Pakistan), East Timor (Indonesia), Burma (Myanmar) and Chile.&lt;br /&gt;&lt;br /&gt;Fertility is a threat worse than nuclear war. Many personal care products are being made with toxic chemicals and endocrine disrupters which affect reproductive function and fertility. Subversive fertility control technologies have been around for a long time. Among others, “Ax Body Deodorant” for young men contains endocrine disrupters that bring down their sperm count. Do we need to use these fragrances to mask the natural scent of healthy human bodies?&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;U.S. President Barack Obama's National Security Advisor, James L. Jones, recently provoked his cronies and the world in Munich Germany that Kissinger is his boss. He said, "I take my daily orders from Dr. Kissinger, filtered down through General Brent Scowcroft and Sandy Berger”.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Jones is a retired 4-Star Marine Corp General with scads of medals, including the French Legion of Honor and the Canadian Meritorious Service Cross. He was a Vietnam vet and worked in the Department of Defence until 2006. He had been active in many businesses making money out of death and destruction such as Boeing, Cross Match Technologies, a privately held biometric solutions company and Chevron Corporation. On November 28, 2007 Condoleeza Rice appointed him as a special Middle East envoy to "strengthen security for both Israelis and Palestinians”. Well, the flames of violence have been heavily fanned since then.&lt;br /&gt;&lt;br /&gt;Indigenous people are in the way everywhere in the world resisting the plunder of our territories, resources and the earth. Because of technology, we are not needed and are targeted for elimination.&lt;br /&gt;&lt;br /&gt;The pirates want to keep the loot for themselves and to death with the rest of us. Resisters are being eliminated everywhere. In Iraq and Afghanistan depleted uranium is used to sicken and kill for generations. If bombs and bullets don’t do it, chemicals and diseases will be brought in.&lt;br /&gt;&lt;br /&gt;In Onowaregeh, Turtle Island, we Ongwehone have been targeted from the beginning of the European invasion. We went through and are still going through death by killings, diseases, forced sterilization, birth control, residential school abuse and murders, theft of our children, deliberate poverty and third world living conditions to lower our birth rate and longevity. The reality for Iwi, Hapu and whanau is that we are through birth the rightful owners of this land and by that right we can decide what we feel are appropriate employment opportunities. This total disregard for iwi employment aspirations means that half of these high paying positions have been like our whenua stolen by pakeha foreigners. In addition, we believe all diplomatic posts be filled by Tangata Whenua.&lt;br /&gt;&lt;br /&gt;Thence this Government has a lot to answer for after 101 days running the ship, perhaps they feel these positions are considered inappropriate for Iwi whatever the reason there is no excuse. What a pack of crooks those deals were illegal, selling was not the intention of the tangata whenua. There were obviously issues occurring within iwi, who were mixed in the pakeha being here in aotearoa. This was evidenced by those of nga puhi who did not support the crown and participated in nothing, and then there were those who supported the crown who fought for and on behalf of the crown. Oh and then there were those that fought both the crown and the iwi who who fought with the crown. Then there were those such as Ngati Awa, Ngati Hikutu, Pou etc who did not want anything to do with either of the differing trains of thoughts who just wanted to remain as they were. Be that at its own pace rather than that espoused by the then changing world. The majority of those that support the crown through time and circumstances beyond their control all end up fighting alongside those whanau who did the opposite and are today forming unlikely alliances that today we have to use to better assist us in wresting control and te mana motuhake of this whenua off the pakeha and back to the iwi owners.&lt;br /&gt;&lt;br /&gt;Much of the reports written for the waitangi tribunal and claimants to Nga takiwa o Pewhairangi, and areas known to Nga Puhi etc, are hence today thus used by pakeha historians to weave their specific fantasy which they use to justify their existence in aotearoa and the invalidity of the Treaty Of Waitangi. The pakeha are using this document to ensure that iwi remember that the Land Deed Sales state clearly "the Iwi give up all rights to said lands to the queen of england for ever and ever" what a load of shit that is.  To the pakeha Aotearoa was a waste land, terra naulis with no living beings here we were not even considered to be human. The deal involved Seal and Whaling rights, timber Spars for sailing ships, agriculture, flax and settlement.&lt;br /&gt;The guns he and Hongi Hika came back with were brought on the international arms markets with the gold and diamonds they had taken with them. The guns were used to displace those tribes who had been asked to make way for the coming british settlers, te whanga nui a tara was one such place for a settlement as was new plymouth, Auckland as a city was thought of later on as a settlement in that Kororareka and the bay of islands became too small for the hundreds of thousands of ships that were expected in our waters.&lt;br /&gt;&lt;br /&gt;These instigators of this free trade deal are still in place and as such all our primary products such as meat, dairy products, timber, minerals etc., are free to western countries britain america etc, all at the behest of the deal worked out with Waikato Tairea in 1816. What the british were supposed to do was to pay iwi 13 pounds out of every hundred to go towards every iwi person of aotearoa for their Education, Healthcare, Employment, entertainment, etc. The system of this country is what iwi were responsible for establishing which this government calls its government as it stands today.&lt;br /&gt;&lt;br /&gt;at the time the iwi who worked this deal were all murdered so kotahitanga was sparodic, with many of the tribes not knowing what was being transpired above them thence falsley wanting the pakeha resident in our towns and cities. Every square inch of Turtle Island is Indigenous.  We are so glad the gluttony for our territories and resources may come to an end.  We Indigenous are still here to issue our warnings.&lt;br /&gt;&lt;br /&gt;European colonial incursion into Onowaregeh, Turtle Island, began with fraud and continued for 500 years, to the peril and detriment of the Indigenous peoples.  In the late 1500’s the British issued illegal charters to land speculators such as Humphrey Gilbert and Walter Raleigh.  They illegally sold 20 million acres of our land before they even set foot here. This is where these hacks took everybody.  Now these “no goodniks” are still trying to scare everybody into submission. &lt;br /&gt;&lt;br /&gt;President George Bush and his “crew” of obedient politicians and media “talking heads” thought that they could scare Congress into passing the bill to help out their banker friends. The Europeans have been doing this to us and other Indigenous people for centuries.  As a result of the fraudulent mortgage bundles the U.S. sold around the world, which the U.S. gave AAA guarantees to, local and foreign banks bought them up.   They wanted to get in on the enslavement of the people.  When the housing bubble burst, these bundles turned out to be totally worthless.  They are stuck with them.  This is all due to deception, greed and lying, something they often did themselves.  Now the U.S. oligarchs are scrambling to restructure a new bail out proposal that would attract reluctant law makers and soothe the unnerved “Prozac ladened” financial markets.&lt;br /&gt;&lt;br /&gt;The “giant suction cup” of wealth in the hands of a few swindlers is taking itself down.   We hope indiscriminate mining, logging and oil exploration will decline.  International trade is already affected.   Canada ’s biggest trade export is to the U.S.  They will not be able to buy from Canada like they used to.  Who wants the U.S. dollar anyway? &lt;br /&gt;&lt;br /&gt;It is criminal to raise money from the public on the stock exchanges putting up stolen land and resources as the collateral.  We never gave our informed permission for anyone to access our territories and resources.    This scam had to fall apart sometime.&lt;br /&gt;&lt;br /&gt;Is this a catastrophe or a blessing?  Can we hope that there will be no more oil and minerals taken out of our land; or water polluted and dammed; or trees clear cut and depleted; or skies, ground and rivers destroyed beyond habitation for us and everyone else; and no money to buy weapons to carry out wars and commit other human rights abuses.    Fancy weaponry for the heavily armed police forces may have no bullets in them to shoot us with.  Prisoners will be turned out of their cages. &lt;br /&gt;&lt;br /&gt;Let’s look at it positively.  People will have to learn how to live with less.  Being poor will become fashionable.  Second hand clothes will become trendy.  Forget about that 52-inch TV you were thinking of getting.  Get a smaller one.  Better yet, save your electricity and stop watching TV.  Get to know your spouse, family and kids.  We have time for this because we don’t have jobs. &lt;br /&gt;&lt;br /&gt;Our communities and relations with our neighbors will have to become stronger.  We’ll find out that by working together we can not only survive but we can have fun. &lt;br /&gt;&lt;br /&gt;Let’s declare a general strike and everybody can go to the thrift shop for our clothing and household appliances.  The multi-nationally owned malls will be empty, full of goods and no one to buy them.  We could sit on the benches, look into the windows and eat our brown bag lunches. &lt;br /&gt;&lt;br /&gt;Local farming will be a must.  We could have larger gardens because we’ll have time to look after them.  The “survival sites” on the internet have a lot of great ideas for this.  People won’t be able to get drugs or alcohol which some people used to relieve the problems created by the dog-eat-dog lifestyle.      &lt;br /&gt;&lt;br /&gt;Another good side of the melt down is that since the US dollar is worth less, or maybe even “worthless”, the investors will have a harder time to corrupt politicians or undermine us and our rights.  Corporate, military and political heads will have to look at another way of making an honest living. &lt;br /&gt;&lt;br /&gt;The exploitation and destruction of Turtle Island was by a certain elite who took advantage of everyone.  It was a scheme that favored the most ruthless speculators.  This time they failed to frighten the people.  They are scrambling around to make the resuscitated bail-out look yummy and attractive.   This could be financial ruin for these sharks. policies ever to be carried out on the indigenous peoples of the world. in the last decade with 3 to 4 million slaughtered in iraq, alone by market forces ably led by the crazed americans and their weapon of mass destruction. their weapon of choice has been the enslaved youth of its 400 million enslaved americans whom the government calls its citizen. what has become of the power of corridors of those who continually enslave its people, world wide the phenomenom of the unitedness of the type america uses, which russia uses, britain, and even the OA or organisation of african states. thus there exists within what is supposedly a transparent and fair system is no more than a committee of market led capitalist pigs. me and mine, me the individual, the ussr is led by a pack of greedy minded mean spirited individuals who want to hold poser for all time and to pass this same power on to its offspring for what to carry on generational slaughter of heathen savages. why is there such a desire to kill within these kind of united states systems, many say it is the first three words of the constitution where it states "we the people" much as is what is the exact wording of the united nations charter, is it that the international genral assembly which in itself is made of genocidal maniacs whom have come to these positions of power through their performances in the co,onies and as to how they perform in being able to slaughter indigenous people, with over 300 million killed by the allied forces across arabia, particularly lebanon, palistine, turkey, kurdistan, saudi arabia, afghanistan, pakistan, through to the philipines, east temor australia and NZ. what a record this socalled protector of all peoples rights has. the united nations through its veto holding nation of the security council has waged war on the world for far too long, when are we going to see change, since the bretton woods conference there has been none else but war and rumors of war all around the globe the united nations obstigates responsibility by claiming peace keeping duties which usually involves them disarming the indigenous people giving the colonial states sufficient invulnerability to relocate the indigenous people or generally slaughter them as has happened and is still happening in aotearoa. those that are immune to its weapons are imprisoned and from these they grow fierce armies to continue their dream of the new world order. don't get me wrong I think unitedness or the model of united nations or united nation states is a superior system to monarchy and its autocratic mechanisms. however united nations states has to be fed by electoral systems that are suitable to those peoples cultural histories and practices. worldwide the evidence points to oligarchies, enclaves or whole companies that hold a batch of voters, where 89% of some countries such as nigeria are recipients of tax dollars for the natural resources such a s oil. this is corrupt electtionering as the people are informed or coerced into voting to protect them and their families. differing from this path can lead to excommunication firstly from the company who pays for the house you live in who owns the shop where you buy your food from they own the school your kids go to how is that free and fair elections, in my county the pakeha or the british invaders keep us out of participating in the election process by disallowing us jobs, by keeping us poor and in abject poverty with laws that extinguish our votes, where we are not allowed to form our own political parties and where we are made to vote if we are educated enough to be able to read and comprehend the forms that are in the language of the invaders, and we have the choice of voting who of the invaders parties are going to enslave us for another three years. in a country where it is even against the law for indigenous people to even gather in groups of four or more in a public place, we are not even allowed our own businesses or if you want to do so then you have to jump 300% more hurdles than the invaders what up with that. we want freedom but to get freedom from this government we have to find the source of their ideology because they seem to have no ideology of theri own much more it is making itself known as that of a white power origin well we know this and we want them to piss off so if there is there gives our people choices, there is nothing wrong with variety. It is the only way of letting our people know that we are not lackeys because if we seem to be that if we get in there and are unable to through ignorance to make a difference then we can always vote them out in favour of someone else then we are serving that purpose. the m party polling at 2.4 percent in the polls mmm they need 5 percent for the list to take effect, but the M roll does not have lists.&lt;br /&gt;&lt;br /&gt;And no we will not "relent this time" on the m party as we believe "the more (iwi political parties) the better" so what if the m party support is weakened. by having people voting for other iwi political parties that is what indigenous politics is about. we did not all support tainui and ngai tahu when they took the money from the crown for a full and final settlement expediting this close off period. So what the efn heck have we learned from this un-adultered exhibition of western capitalist neo liberal wank fest consumerism, what that nearly 90% of the worlds indigenous population are enslaved by the capitalist west with many western, communist countries China, USA, Jamaica, Spain, Kenya, Australia, Canada, Britain, Germany etc using indigenous athletes who have been enslaved for four to five generations. The games are one of the ways these slavemasters show to the rest of the world that the ideology of democratic individualising individualism is the way to go and that all who resist her will be severly dealt with. hence why there are over 198 wars, civil conflicts or civilian revolutionary strifes occurring somewhere around the globe as we speak. The lethal paternalistic instinct thus displayed by these capitalist dogs of war is evidenced by the fact that thousands of indigenous peoples are bombed every day either by the american, russian, french, chinese, nato and allied armed forces. what the....... We do not have the resources to set up nationwide branches and electorates nor are we able to gain popular support through articulating our policies because this government run media will not allow A crowd had gathered to be present for the last day of testimony and closing arguments in the case of the "Kaho'olawe Three" - perhaps the most premeditated defense of Hawaiian National land rights that has ever been litigated.. Trespassing cases typically take less than 30 minutes of the courts' time.. This motion for dismissal by the defense had taken three days of testimony over the course of two years, required the flying in of international law experts and the combined efforts of six attorneys for the State Prosecutors' office.&lt;br /&gt;&lt;br /&gt;Before the trial, the crowd moved down Main Street and into the courthouse compound, carrying placards of support for the defense and expressing frustration over the long effort to reclaim home rule over the Crown Lands of these islands.&lt;br /&gt;&lt;br /&gt;Many of those assembled had been in continuous effort to prepare for this very day for over ten years. The combined goal was that their reinstatement process of the Lawful Hawaiian Government receive a fair and thorough international defense in a court of law, and begin what is expected to be a series of appellate court reconsiderations leading to a judicial acknowledgement of their sovereignty.&lt;br /&gt;&lt;br /&gt;The courtroom scene itself was remarkable for several reasons. One was that the State of Hawaii Prosecutors Office had six attorneys in the courtroom, although only four of them were on record. Also unusual was the absolute silence of the packed court. The supporters made no audible expressions during the entire three-day court proceeding as the judge considered perhaps the most unusual defense that she likely will ever hear in her courtroom.&lt;br /&gt;&lt;br /&gt;While you may have heard of many such sovereignty cases in the past, this one was perhaps the best prepared and best aligned with international law of any that have ever been presented.&lt;br /&gt;&lt;br /&gt;Despite the presence of many State attorneys, no witnesses were called to counter the two that the defense brought and only minimally cross examined. This extraordinary number of prosecutors, with minimal activity, brought up questions about the validity of the Hawaii State Prosecutions' argument. That the judge allowed the international law expert, teacher, former judge and prosecuter John Gates to testify for the defense, seemed to unravel the Prosecution, as they had few questions for Mr. Gates and did not seem to counter any of his assertions. The Judge also allowed Henry Noa, three-time elected Prime Minister of the Reinstated Kingdom of Hawaii, to testify with records of their governmental process. The records were voluminous and outlined completely, to the casual observers' mind, the functions of a government providing for its citizens.&lt;br /&gt;&lt;br /&gt;Perhaps you read in the Haleakala Times last year of the defense that Henry Noa, Nelson Armitage, Russell Kaho'okele and their top-flight lawyers had prepared to claim the island of Kaho'olawe as a legitimate possession of their reinstated Kingdom. Now they and their citizens wait for the verdict, expected in months, as to whether they will be the sovereign entity that they claim to be, or whether they will have to take their claims to higher courts.&lt;br /&gt;Much is at stake for the state if the defendants prevail regarding their defense that they entered Kaho'olawe as officials of a sovereign Hawaiian government and not as individuals. Much is also at stake for the State of Hawaii. There are 2.8 million acres of original Crown Land that have been in perpetual suspension, waiting for the reinstatement of a sovereign entity being re-established in Hawaii. Recently, the Hawaii Supreme Court handed down a verdict that, indeed, the state could not dispense with Crown lands until the issue of a sovereign Hawaiian entity was resolved. Could this be that resolution?&lt;br /&gt;&lt;br /&gt;Does the Akaka bill resolve this? Gates says that neither the state of Hawaii nor Congress can create a sovereign entity. He says that the Akaka Bill can only create a dependant nation status entity, like the American Indian nations, and that in fact they cannot remove Hawaiian national rights to re-form their sovereign status.&lt;br /&gt;&lt;br /&gt;The actual title of Akaka Bill is: Native Hawaiian Reorganization Act. In many ways, it would accomplish what the Indian Reorganization Act of 1934 did. Gates says that Act reorganized traditional Native peoples' governments that were based on their own customary laws, with boiler plate "constitutional governments. " He says the Akaka Bill is a not-so-clever way to further disenfranchise the inheritors of Hawaiian sovereign rights, which makes Hawaii's legal situation a little like that of the American indigenous peoples.. He also says that the history of treatment of Native Americans is so atrocious that no sane person would want to sign on to that status.&lt;br /&gt;&lt;br /&gt;It should be clear that while there have been dozens of legal defenses that claim Hawaiian sovereignty as their premise, always absent was the pregnant question - where was the government that these persons were claiming to represent? A nation is a very specific term, as Gates so clearly laid out to the court during this trial. These national qualifications have been a thorny issue for every sovereignty defense in Hawaii, and ones that Henry Noa and his soon-to-be recreated legislature tackled in 1998. In fact, their reinstatement task has been monumental, taking over ten concerted years to meet the standards that Gates outlined.&lt;br /&gt;&lt;br /&gt;Nations do not lose their right to be sovereign except under circumstances that do not apply to Hawaii, according to Gates. Congressional Law 103-150, the Apology Bill, passed into law in 1993, clearly outlines the rights of the peoples of these islands to reorganize themselves as a sovereign nation.. County and State laws must yield to Congressional law, and even Congressional laws must yield to treaties of the U.S. and the Law of Nations and the UN. Gates pointed out that since Hawaii and the U.S. were signatories to the Law of Nations, they have no legal authority to deny Mr. Noa and the Reinstated Kingdom of Hawaii their reinstatement rights and use of the Crown lands that include Kaho'olawe. They are simply preempted by the U.S. adherence to international law.&lt;br /&gt;&lt;br /&gt;Gates concluded his testimony by stating that The Reinstated Kingdom of Hawaii should be recognized as a reinstated sovereign government and should resume the functions of government that were interrupted, so diabolically, in 1893.&lt;br /&gt;&lt;br /&gt;Some history buffs will laugh at the thought that the United States will adhere to anything but what is in their strategic and economic interests. Gates gave ample examples of historical precedents for this, and suggested that the claims before the court in this case are exactly how the U.S. can deliver justice to the descendants of the Nation of Hawaii. What makes you think that this is a good outcome, veto can but survive in a climate of its own making not the making by an invading force plus it has to decided by the many not some invader gubermant all can be taken away if certain principles are not aboded by. makes one wonder at the sheer ridiculousness of why such support would be welcomed without even considering the 'for instances". rather presumptuous surely to think that this is a good thing.&lt;br /&gt;&lt;br /&gt;let me tell you this, as well as not wanting to sound too pedantic on it as some are want to mention, the issue for me is that these little socalled concessions as the gubermant wants to show are sure good for the now, the immediate time, however it is for iwi a further entrenchment in this country of pakeha hegemony, which we do not want. we want you guys gone do not come back, get lost and don't come back thats what we want, this legislation delays your departure by three hundred years, I can not have you mean spirited maniacs, psychopaths and assassins killing our rangatahi any longer, get lost. your school system sucks, I have seen 7 year old kohanga reo iwi kids come out of kura and try and beat to death pigeons whats up with that, they even try and chop down trees what the heck are they teaching them in the schools they teach our people to become resource strippers. they even teach them how to be slaves to the white man to his way of life bugger that. how is that good for our people we want freedom.&lt;br /&gt;&lt;br /&gt;this labour and national government are doomed to be the captains of a sinking ship we want freedom and this election will be a step in the right direction for our people. the foreshore and seabed bill is sure going to seem like it gives iwi something but do not be fooled this is merely a precursor for the government to hold iwi to task on anything to do with the resourse anyway we will fight and wait for ship to sink but sink it will. On one hand it looked like a sweet deal.  The&lt;br /&gt;&gt; &gt; words are sweet; the references to the hapu of Ngati Porou are there, the&lt;br /&gt;&gt; &gt; words that describe the intent of the Heads of Agreement to recognise our mana&lt;br /&gt;&gt; &gt; as inalienable seems in many respects to be the realisation of a dream long&lt;br /&gt;&gt; &gt; held by our tipuna (ancestors) and pakeke (grandparents).  So why then does my&lt;br /&gt;&gt; &gt; puku (stomach) churn when I think about the process and the outcome of this&lt;br /&gt;&gt; &gt; deal? &lt;br /&gt;&gt; &gt; Like everything in life there is a wider context to this. The obvious and&lt;br /&gt;&gt; &gt; closet layer of context can be found in the Foreshore and Seabed Act passed&lt;br /&gt;&gt; &gt; amidst huge controversy in 2004.  According to the Crown the Foreshore and&lt;br /&gt;&gt; &gt; Seabed Act was passed in order to "preserve the public foreshore and seabed in&lt;br /&gt;&gt; &gt; perpetuity as the common heritage of all New Zealanders."  While this seems to&lt;br /&gt;&gt; &gt; be a fair and reasonable idea we must remember that 30,000 + New Zealanders&lt;br /&gt;&gt; &gt; marched on Parliament because the Act effectively "extinguished all Maori&lt;br /&gt;&gt; &gt; extant rights to the Foreshore in Seabed."  So, in order to 'protect' the&lt;br /&gt;&gt; &gt; rights of all New Zealanders the Act effectively revoked the rights of one&lt;br /&gt;&gt; &gt; group of New Zealanders, tangata whenua.  This is so serious it has been taken&lt;br /&gt;&gt; &gt; up by the United Nations as a matter of International concern.&lt;br /&gt;&gt; &gt;&lt;br /&gt;&gt; &gt; Very reasonably minded commentators of the day wondered if the interests of&lt;br /&gt;&gt; &gt; all New Zealanders in the Foreshore and Seabed could not have been preserved&lt;br /&gt;&gt; &gt; in some other way.  In fact the Waitangi Tribunal strongly recommended to the&lt;br /&gt;&gt; &gt; Crown that it go back to the drawing board and sit down with Hapu to figure&lt;br /&gt;&gt; &gt; out how this could be achieved.    I can recall that the leaders and&lt;br /&gt;&gt; &gt; representatives of the Hapu of this country interviewed at the time stated&lt;br /&gt;&gt; &gt; that they did not see public access as an issue.  Many people wondered why the&lt;br /&gt;&gt; &gt; Government felt that all of a sudden it needed to be preserved.&lt;br /&gt;&gt; &gt;&lt;br /&gt;&gt; &gt; My father often says that truth is stranger than fiction.  This is certainly&lt;br /&gt;&gt; &gt; so in the case of the Foreshore and Seabed.  It was difficult to assess the&lt;br /&gt;&gt; &gt; necessity of the Act in the first place and now what we have is an election&lt;br /&gt;&gt; &gt; year peace offering to Nga Hapu o Ngati Porou, the second biggest Hapu&lt;br /&gt;&gt; &gt; grouping in the country with a sitting Labour MP in Parliament.   This peace&lt;br /&gt;&gt; &gt; offering is made up of a tightly defined set of rights that are consistent&lt;br /&gt;&gt; &gt; with the Foreshore and Seabed Act.  The same Act that took away the full and&lt;br /&gt;&gt; &gt; inalienable rights of hapu in the first place.&lt;br /&gt;&gt; &gt;&lt;br /&gt;&gt; &gt; It's a bit like being in a situation where you owned a house; someone stole&lt;br /&gt;&gt; &gt; it, moved in to the lounge and bedrooms and applied to the court to have their&lt;br /&gt;&gt; &gt; ownership of your house recognised in law.  You take them to court to assert&lt;br /&gt;&gt; &gt; your original full ownership of the house only to find that a compromise has&lt;br /&gt;&gt; &gt; been struck that gives you special rights to use the kitchen and the dining&lt;br /&gt;&gt; &gt; room on Wednesdays and Thursdays.&lt;br /&gt;&gt; &gt;&lt;br /&gt;&gt; &gt; Some of my whanaunga say that this is the best deal that we can hope for and&lt;br /&gt;&gt; &gt; that we should be grateful for all the hard work that went into securing it.&lt;br /&gt;&gt; &gt; There is a view that we should be realistic as Hapu about our aspirations to&lt;br /&gt;&gt; &gt; be recognised as Treaty partners in Aotearoa and just accept that the&lt;br /&gt;&gt; &gt; Government will never allow Hapu to practice the "full, exclusive and&lt;br /&gt;&gt; &gt; undisturbed possession of our lands and estates, forests and fisheries and&lt;br /&gt;&gt; &gt; other properties" promised in the English translation of Te Tiriti o Waitangi.&lt;br /&gt;&gt; &gt;&lt;br /&gt;&gt; &gt; I worry that this kind of deal signals the beginning of the end of the dream&lt;br /&gt;&gt; &gt; that some day justice would be restored in Aotearoa, and that the&lt;br /&gt;&gt; &gt; confiscations of years gone by and 2004 would be redressed.  I worry that if&lt;br /&gt;&gt; &gt; in order to begin to think about reaching an agreement with the many Hapu of&lt;br /&gt;&gt; &gt; Aotearoa that the Crown believes it must first strip away our rights using the&lt;br /&gt;&gt; &gt; heavy hand of legislation that things are getting worse for Hapu rather than&lt;br /&gt;&gt; &gt; better.  I worry that if my whanaunga believe that this is as good as it gets&lt;br /&gt;&gt; &gt; in 2008 that the future is very bleak indeed.&lt;br /&gt;&gt; &gt;&lt;br /&gt;&gt; Most of all I worry about what this kind of deal means for the other Hapu&lt;br /&gt;&gt; and Iwi of Aotearoa, many of whom are still fighting to repeal the Foreshore&lt;br /&gt;&gt; and Seabed Act and restore their full inalienable tipuna rights.  What kind&lt;br /&gt;&gt; of legacy does this deal leave for young people like me who have to carry&lt;br /&gt;&gt; the burden of this into the futures of our tamariki and mokopuna?  How do my&lt;br /&gt;&gt; children face the children of Ngati Kahungunu and other Iwi knowing that the&lt;br /&gt;&gt; deal marginalises them and entrenches the confiscation we all marched&lt;br /&gt;&gt; against on the Hikoi in 2004?  This kind of Iwi centric self interest is&lt;br /&gt;&gt; surely the peril of all time. The ancient Waiata, Whaikorero and sacred legends found on inscriptions all over Aotearoa speak of the places of origination for Iwi, they refer to places like “Hawaiki Nui, Hawaiki Roa, Hawaiki Pamamao, Hawaiki Tautau and Rangiatea” places, which have become the theoretical places of origination for the indigenous tribes peoples that were found in Aotearoa from 1462, 1769 and onwards by western explorers. The orthodox theories of Iwi origination have only referred to Iwi as having migrated from the east, or from south East Asia&lt;a title="" style="mso-endnote-id: edn1" href="http://www.blogger.com/post-create.g?blogID=27347083#_edn1" name="_ednref1"&gt;[1]&lt;/a&gt;. However, this thesis shows how it is probable that they as well as coming from the east, also traveled from the America’s always towards the rising sun. Therefore, it is more likely that the Hawaiki spoken of here is not the Hawaii referred to and popularized by Percy Smith and others scientists at the turn of the 19th century. But it is more than likely, the Hawaiki stated by Hohepa Te Rake in reference to the migration theory from Mesopotamia, Iberia, Mehiko and North and South America and into the Pacific, which is verified by ancient stone inscriptions found in Kerikeri in 1924.&lt;br /&gt;&lt;br /&gt;This essay will also show that Iwi are a matriarchal society, and that the system of governance used was called Ariki-Tanga. It will show how the Tangata Whenua of Aotearoa developed an Ideology and culture around this matriarchal Ariki line, a feudalistic form of leadership that was a unique system of governance. In that as a people, Iwi not only gained the respect and admiration of all the other Nations and peoples they met during the many thousands of generations of their circumnavigation of the planet, they also managed to survive the various pakiha invasions while populating the entire planet. Therefore, from the evidence presented in this essay we will be able to see why there is no doubt that Iwi can carry the title of “the mother race”.&lt;br /&gt;&lt;br /&gt;Therefore, in discussing the whereabouts of Iwi, another objective is to also examine this system as well as the ideologies of the Ariki-Tanga, or the tangata Whenua Tanga of Te Iwi. Whom it will show evolved a society of such sanguine optimism and perseverance that they were able through a combination of collective ideals, compromistic internal and external development and migrationary expansion, to develop the definitive mechanism and blueprint of what Ariki-Tanga or governance is or was. It was refined to such a high degree that they were not only able repeatedly to rule the world, they invariably were a major player in shaping it. So much so that what we know of the whence of Iwi as a pre-known society and the influences this has had on people of the world today, has to be looked at and reinterpreted. For instance, who else but Iwi could have created the huge architectural structures, the terrace gardens, Puhi-Tanga and the skill of writing? It had to have been Iwi as they are the only peoples world-wide who can Whakapapa to those times. So to search for positive proof of the path Iwi traveled and the territories they acquired, conquered and or ruled plus the nations they established will surely prove to be the discovery of the century. I will also examine the genealogical connections of the mythical and the spiritual. These will be examined through the philological and epigraphical sciences that will then be compared to the philosophies spoken of by Iwi scientists and the philosophies they abide by. So that what I will show, will be that the Ancient History of the Tangata Whenua of Aotearoa was shaped by the unique Iwi philosophy or practice of Ariki-Tanga, a matriarchal form of feudal communism. This encapsulates such social values as, respect, Aroha, Manaki-Tanga Iwi-Tanga Hapu-Tanga, Whanaunga-tanga and whakapapa, these phenomena will show that Te Iwi are indeed the most unique people on the planet and will show how and why they are considered to be the super race or the mother race of all humanity.&lt;br /&gt;&lt;br /&gt;Research Methodology&lt;br /&gt;&lt;br /&gt;The research methodology that will be used in this study will assist me in establishing what the question is, what the paradigms and standards are that underpin Ariki-Tanga, also what is an Ariki? As in studies of this nature, there are many types of research tools that one can use to seek answers to the question, however because the focus of this essay is Ariki as a governance system, then what we are looking for is spread across many if not all the sciences and disciplines known to mankind. Therefore, a hermeneutic study would be more appropriate since we are trying to locate the connections between the multitude of variables and similarities alluded to by research scientists of Iwi to other archetypical types of indigenous peoples of the world. Where the prototypical and cultural norms traditions, ancient legends and practices of Iwi, which have although been extensively examined by Iwi and pakeha for centuries, do not reach the conclusion that all indigenous peoples of the world are descended from Iwi, through the Ariki-Tanga and that they do have a written language and that they are the mother race, not the savage heathens they have been made out to be.&lt;br /&gt;&lt;br /&gt;By using a hermeneutic study, we can re-examine the pakiha theory of Iwi origination such as the three-wave theory where Iwi were supposed to have accidentally bumped into Aotearoa firstly in 800, 1200 BC and 1350 BC. The theory is that these migrations all came from the west, but I am saying that they came from the West as well, traveling towards the setting sun. Which questions the validity of what pakeha have determined to be the truth concerning the possible whereabouts of Iwi, that could be a hoax based on fantasy, mere constructions of modern westernization theory. The Ariki-Tanga System utilized by Te Iwi even today, predates the system used by The Sumer the Assyrian, the Egyptians, the Greeks, Romans, Mongol, Inca, and American Indian ancient peoples societies. In fact, Iwi society predates all societies and races of this Planet. The system that we are studying is called “Ariki-Tanga” the forerunner to the contemporary Ideologies of ‘Democracy’, Communism, Fascism, Socialism, Liberalism, Capitalism and Feudalism.&lt;br /&gt;&lt;br /&gt;Hermeneutics is the type of research paradigm that allows the reexamination of conclusions that have been used to define and describe Iwi in this case their whence in contemporary, modern and Ancient times. Research science requires that one design research that suits that particular subject however this is not a true Heurmanutical study, as it includes pagan sciences. This allows for methods of research to be used that have not been used before, which will, as well as covering all these sciences, focus at length on Pagan or and indigenous scientific interpretations. Thence as we go through each chapter, we will cover different sciences and theories and if it seems repetitive, I assure you it is not, I am merely trying to develop theories around subjects that are so inextricably connected and similar, as they each particularize certain areas, areas that are not similar but in fact are not, but they are more relevant to the subject of each chapter or sub-chapter than the previous. For instance the example of Mesopotamia, which is found in books by Elsdon Best, Percy Smith, Te Rangi Hiroa, Apirana Ngata and many others&lt;a title="" style="mso-endnote-id: edn2" href="http://www.blogger.com/post-create.g?blogID=27347083#_edn2" name="_ednref2"&gt;[2]&lt;/a&gt; have been discounted, but because this is a hermeneutic study they will be referred to. Only because it is possible to do, this will then be compared to the work of Archeologists, philosophers and theologist’s discourses of the ancient Iwi. Then compared to the theories of Hohepa Te Rake, Waikato Tairea and David Simmons. There will also be comparisons made to the Gods of other indigenous peoples to the Iwi gods, Hani raua ko Puta the supreme one[s] and the many other primary gods of societies world-wide. These will be compared to the myths and legends recorded by scientists for centuries and millennia of Ancient Indigenous civilizations that this study claims Te Iwi founded.&lt;br /&gt;The following chapters will begin by introducing and discussing what an Ariki is, and what is Ariki-tanga where the concept originated and from whom did it descend. For this I will use evidence provided by pakeha and indigenous scientists who have done research on Iwi, on Sumer, Assyria, Maya, Inca, Yucatan Polynesia etc. Like Assyrianologists, Noah Kramer (1979) whose interpretations of Ancient Sumer Tablets (Sumeria = Hawaiki-Nui) posited a time of origination for humanity way in excess of the orthodox theory of 50.000 years by at least 500.000 years. By this discovery, the Archaeological world was catapulted into a frenzy, in their attempt to try to discount the theory of a society that was possibly more ancient than western society. The interpretations of these discoveries produced amongst ethnographers’ historians and archeologists’ world-wide, a wild furor, as the resulting claims turned their weak assertionist theories of the whereabouts of the Ancient peoples of Aotearoa into that ‘mere assertions’. Which compared to what Iwi scientists had stated, placed their knowledge base on shaky ground&lt;a title="" style="mso-endnote-id: edn3" href="http://www.blogger.com/post-create.g?blogID=27347083#_edn3" name="_ednref3"&gt;[3]&lt;/a&gt;. From the easier access to Middle Eastern Archaeological sites after World War one and two, there emerged a proliferation of such discoveries, there were numerous studies and reports done that also challenged the accepted theories of the whereabouts of all peoples, this is one such study, following is a breakdown of the chapters.&lt;br /&gt;Chapter one: Te Upoko: will discuss “Ariki” what it is, how it became what it is, what are its doctrines, discussing how matriarchy, Freedom, Justice, reciprocity and the inevitability of fate, enabled Iwi or the Tangata Whenua o Aotearoa to be who we are and to have a written language.&lt;br /&gt;&lt;br /&gt;Chapter Two: Te Kaupapa: will examine the connectedness of Iwi to the Sumer and Assyrian people, it will look at lingual and inscriptive analyses, discussions on societal structure and comparative discussions on archeological discoveries. This will show how Ariki-Tanga as a regulatory interactive type of matriarchical anarchic inclusiveness that included cannibalism as one of its practices, was a society that possibly enveloped the entire world.&lt;br /&gt;.&lt;br /&gt;Chapter three: Te Tinana: will examine the ancient history of Iwi concerning myths legends and tradition from the Sumer People to Te Iwi, examining their possible technological developments and ideological pantheons, and how and why writing developed and evolved, discussing also cultivation and the impact it has had on Iwi.&lt;br /&gt;Chapter four: Te Puku: will analyze Imperialism, comparing the doctrine of Karl Marx to Iwi philosophy, to see how the need for expansionism by the imperialist nations particularly in this case the English, precipitated the near demise of indigenous people world-wide, Iwi did not go unscathed.&lt;br /&gt;Chapter five: Te Waewae will analyze the Ko Huiarau, a governance system that Iwi used to communize control and sustain the resources and knowledge of Te Iwi, and consequently the World. A philosophy that has shown to be a very effective mechanism, that Iwi will once again use for the re-establishment of Iwi sovereignty and rule in Aotearoa.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Introduction&lt;br /&gt;&lt;br /&gt;This Introduction explores the word Ariki-Tanga, said to mean the Aristocracy of the Tangata Whenua of Aotearoa. The people who make up the Ariki-Tanga have a long and extensive history of Empires, Warfare, and lethal Armies. I will argue that the uniqueness of the Te Iwi form of Governance, called Ariki-Tanga and the manner in which it affected the social structure of Te Iwi in fact Society worldwide will ultimately support the proposition that the cause and shape of Ariki-Tanga was through the unique Te Iwi phenomenon of matriarchical communism.&lt;br /&gt;The benefits of this type of study are that it will help us to retain and document the knowledge that will be used later as a reference, as an educational resource, and as an introduction manual for those interested in the true origination theory of Te Iwi. This must be there for those in the future to study. Whereby normally, concentrated academic research on this sort of topic is left unstudied, I believe it is through the further development of these exciting theories on the structure of Te Iwi Society, which will add to the canon of Te Iwi knowledge, becoming a reference point for future Te Iwi students.&lt;br /&gt;Te Iwi&lt;br /&gt;So in order to gain some understanding of who is being researched in this thesis, some commentary must be made on the people involved. Therefore, this thesis will focus on the history of the people who whakapapa to ancestors (preferably Wahine) who had been resident in Aotearoa five generations before the year 1800. This will define an overview of the Tangata Whenua, so that when discussing important issues such as location and ancient historical events this will be invaluable for the reader in future chapters. The boundaries of Te Iwi in this study are from the shores of Te Reinga, to Te Rakaiuru, in this instance, but which through tradition and Myth refer to the entire planet. While the earth boundaries are indisputable, the specifics as such include Mesopotamia, Iraq, Iran, all of Europe, Africa, North and South America, Egypt, Babylon, Iberia, Russia, China The Pacific, and many more. As Hohepa Te Rake (1926:129) points out:&lt;br /&gt;&lt;br /&gt;…‘The ‘Te Iwi Sacred legends’, show that they the Brown or brunet peoples (Te Iwi), known as the Iharaia have spread all over the World’.&lt;br /&gt;&lt;br /&gt;Therefore, as this Tribal stronghold also includes the present as well as historical territories also the ancient and Pre-Historic Territories of Te Iwi (see map page 5, Rout: 1926) then they are definitively worthy of study.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Te Ahua o nga Ariki.&lt;br /&gt;&lt;br /&gt;There have been numerous studies done on Ariki and Ariki-tanga as to what it is, what it means, how it works, and what were/are its properties as will be alluded to in the opening chapters of this essay, 'Ariki’ or Ariki-Tanga' was and is an Ideology. Which Te Iwi had invented, that is specific to the feudal society Iwi utilised pre-european whether it was a preferred system, and it is a society that was based on democracy where the election of the leaders and rulers occurred. A system that was designed to provide the tribes people with all that their hearts so desired, a system that required, before any major decision was made, consultation with ninety percent of the population. Whose recognize-ability is seen today in Iwi Societal reactions to issues that confront them today. To achieve an understanding of what the word means we will firstly look at what Ariki-Tanga was as a concept, looking at what commentators determined Ariki to have meant and particularly what the Iwi scientists stated that it was. In addition, we will also examine Pakeha scientific theories and hypothesis in regards to what was an Ariki, and because this study will have relevance particularly to Iwi then what the Iwi scientists have said will take precedence.&lt;br /&gt;&lt;br /&gt;Interviews&lt;br /&gt;All the people I approached willingly participated in interviews and conversations on the whence of Iwi. On many occasions I would just enter into a discussion with them and am very thankful for them putting up with my probing investigations and questions. It must be mentioned that many of the recipients had no concerns discussing the word Ariki and as I explained to them I was very circumspect towards the subject, uttering certain karakia to make them feel at ease, as we would discuss the ‘word’ Ariki, so that when having discussions prior to the interview or at any other appropriate time all was well. One criterion insisted on for the interview process which many of the recipients enjoyed was the fact that the people interviewed must have had ancestors who had been resident in Aotearoa for a minimum of 20 generations. This was a defining factor in the study as I was able to I think; obtain a clear overview of the Te Iwi governance structure and system called Ariki-Tanga. In addition, when discussing important issues such as location and ancient historical events of Te Iwi the integrity of the evidence cannot be bought into question. Whereby we could provide a resource that will be of great value to our Ariki in the future, although, at present Te Iwi are experiencing an invading power, the evidence this essay will provide be that historical, Archaeological, and traditional, will point out that Iwi are not the cannibal heathens they were made out to be. Overall, the interviewees gave freely of their time coffee and information, finding that the interview process allowed them to relive by retelling the days of their Kaumatua and the knowledge they passed on to them.&lt;br /&gt;&lt;br /&gt;&lt;a name="_Hlt485132782"&gt;&lt;/a&gt;Literature review&lt;br /&gt;&lt;br /&gt;There are mountains of literature about, that claim Iwi were not here pre-European and that pakiha may have been here before Iwi (Thor Heyerdahl: 1952) although what has been determined as the definitive path they followed and which these same studies fail to recognise, is that the Iwi scientists have said the exact opposite to that. Accordingly evidence to prove this has been drawn from, Ko Huiarau Records, Legends, Myth, Traditions, waiata, Government records, european first contact commentaries and pre-contact commentaries, also evidence from the sciences of Archæology, Assyrianology, ethnology, philology, and theology as well as korero from nga Kuia me nga Koroua. Of particularly importance as a source for this study is a book written in 1926 by Ettie Rout called Iwi Symbolism. This Wahine had spent a great part of her life researching the health practices of Te Iwi (Tollerton: 1992: 227). In the process eventually compiling the teachings of the Te Arawa Ariki Tohunga, Hohepa Te Rake. The appointed guardian of the Whare Mata-Atua (Rout: 1926: 19; see Page 3 of this document) utilizing what was taught to him in the Whare Wananga of Te Arawa. Another book called Pre-Tasman Explorers that was written by Ross Wiseman in 1998 is also a particularly interesting work worth more than the cursory look I will be giving it. This evidence will be compared with the recorded works of the present day Taiopuru of the 'Ko Huiarau, ‘Tainui Waikato Tairea IV’ 2000, who ascended the throne as the Taiopuru of the Ko Huiarau in 1949. Waikato Tairea had spent his earlier days from the age of three (Simmons: 1989. p.3) in the Whare Wananga, 'Mokokaiwhiti', and Whanganui. At the age of fifteen, he was anointed as Supreme Tai-O-Puru. This information was relayed to the Iwi scholar David Simmons in1986 and 1989. Consequently, making up the material he utilized in the bulk of his books, two in particular 'Ta Moko' (1986) and 'Te Riria' (1989) which I will be referring to from time to time. It is in the book Te Riria, which is laid out many of the intricate details concerning the different ranks that are associated with the Ariki-Tanga. Which was not only a system of communication known, to the Ariki, the Ariki-Tanga, the Council of elders, Iwi Scientists and the Taiopuru, but it was also an ideology that was unknown to most of the Te Iwi living descendents. Simmons’ book is a truly remarkable example of how to decipher the Epigraphical Calligraphy of Te Iwi a form of mnemonic’s Ariki have used for centuries. This will abrogate what Anthropologists Archeologists and ethnologists have insisted on for centuries, which is that Te Iwi originated only from South East Asia. Being there possibly 800 years ago eventually or accidentally bumping into Aotearoa with the last wave of migrants accidentally arriving in 1350 (Buck: 1926: 17). This study which is based on the Literature herein listed will research the many intricacies that has gone into what Te Iwi are like and where they may have been in Pre-Ancient, Ancient, Traditional and Contemporary times. Which will show that Iwi spread or and migrated purposefully, to the four corners of the planet, not only from the East as stated by pakeha scientists, but from the West as well.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Figure 3 Note the non-existence of the Nga Kai Pikirau, indicating an Ariki who is elected to a position of responsibility, but only for his lifetime, a non-hereditary role&lt;a title="" style="mso-endnote-id: edn4" href="http://www.blogger.com/post-create.g?blogID=27347083#_edn4" name="_ednref4"&gt;[4]&lt;/a&gt;.&lt;br /&gt;Therefore, for this essay to cover the issues that make up what constitutes Arikitanga, 'Te Iwi', will represent those who were resident in Aotearoa pre 1800, and who were adherents to Io Matua Kore. Currently, it is seeking signatures for a petition againstthe relocation, expected to be completed by 2012.Recently, American President George Bush announced his budget proposalwhich includes a US$345 million plan to carry out militaryconstruction projects on Guam during 2008. The proposed militaryconstruction budget includes seven projects—Naval Base Guam:Kilo Wharf Extension: $102 millionHardening of Naval Base Electrical Systems: $59 millionNavy Family Housing: $57 millionNavy Fitness Center: $45 millionWastewater Treatment Plant Repairs and Upgrade: $41 millionPotable Water Distribution System (Phase I): $31 million.Andersen Air Force Base:Northwest Field Infrastructure Upgrade: $10 million.THE PRICE: The relocation of the Marines is expected to cost aroundUS$10 billion with Japan footing US$6 billion.While the news of the relocation is good news to Guam's businesscommunity, for the Chamorus, the billions of dollars may just be theprice of death of their race, culture and identity.The population of Guam is estimated at around 154,805, with 37 percent(about 63,270) being the indigenous population.Lisalinda Nativdad, of the Guahan Coalition for Peace and Justice,says the relocation of Marines is expected push Guam's population upby 55,000."The local population has increased considerably since then becausethe military population has been increasing on bases."The current population of Marines is unknown. While their physicalpresence on the island is seen, the actual relocation from Okinawa hasnot occurred."Initially it was quoted at 7000. Then 8000. Now possibly 16,000. Whendependents and ancillary support personnel are also factored in, therelocation may increase the population by up to 55,000. This is anapproximately 36 percent population increase," Nativdad says.Nativdad and her organisation are fiercely opposing the relocation.In October last year, a group of Chamorus, which included Nativdad'sassociation, testified at the United Nations that the relocation planscould bring about the irreversible decline of the indigenous cultureand further undermine their political rights.According to the petition for Justice and Peace for Guam and thePacific blogspot, the strength of their testimonies prompted the UNunder-secretary general for political affairs, Ibrahim Gambari, tolater meet with the coalition members.While Gambari believed Guam had a right to self-determination, he didnot believe a resolution would be passed because the United Stateswould veto it. But there was a recommendation for a UN representativeto visit Guam and report on the situation to take the country off"that status of being an invisible colony".The relocation of the Marines is part of the changes America and Japanare making to their alliances, which include the realignment of USbases in Japan.It is also to return "very valuable land on Okinawa to the Japanese"and ease the burden on Japanese people who are paying for thestationing of US forces in Okinawa.Guam is also close enough for the defence of Japan, should the need arise.PROBLEMS: For the Chamorus, the move will only create a host ofsocial, economic, health and environmental problems."These range from noise pollution that has been found to affect thebirth weight of babies in other highly militarised areas, an increasein traffic, an overtaxing of our already strained infrastructure (suchas utility systems) and an increase in the rental market, therebycrowding out the local population from land and home ownership intheir own homeland."There is also the threat to the opportunity for the Chamoru toexercise self-determination rights as defined by the United Nations."As a first strike zone location in military tactics, the safety ofthe island from military attack is compromised as in the case of WorldWar II, in which the island was invaded by the Japanese before beingreoccupied by the United States," says Nativdad.She claims the American government has continued to disregard theirconcerns for the environmental contamination left by the military.Examples of this include polychlorinated biphenyls (PCBs) found inGuam's harbours, Agents Orange and Purple found in illegal dumpingsites by the military throughout the island, the island's continuedstruggle with radiation exposure as a result of ships being sunk inGuam's harbours in the 1970s as well as down winds bringing radiationto Guam as a result of US nuclear testing in Micronesia in the 1950s.Manufactures of PCBs, Agent Orange and Agent Purple have long beenbanned by America because of their harmful effects on human health."These environmental concerns have resulted in extremely high rates ofcancer and other diseases among the Chamoru population as indicated inthe 5.2 percent of the island's population being elderly compared withthe US national average of about 12 percent."The US military presence on Guam has resulted in poor health outcomesfor the Chamoru people."The local government is primarily motivated by the promise of therelocation of the Marines being an economic panacea, therebyrevitalising the local economy."However, true economists know that militarisation does not lead toeconomic stability. Rather, it reinforces the economic dependency ofthe host jurisdiction (in this case Guam) on the administering power(in this case the United States)."The only panacea to Guam's economic woes is the development ofalternative industries to militarisation and tourism," Nativdad says.According to the Chamorus, there has also been no study done on thesocial and economic impacts of the military presence in Guam. TheAmerican occupation of Okinawa has not been a good record either.In 1995, three marines were charged with the rape of a 12-year-oldschoolgirl and in 2000 another marine was charged with molesting a14-year-old high school student.One of the Chamoru activists, Julian Aguon, in his testimony to the UNsaid Guam could also suffer the same fate.In an interview with ABC News in 2003, soon after the news of therelocation was known, Hideo Asato from the Okinawa Peace MovementCentre said Okinawa had been suffering from American military presencefor decades."The report suggests the Marines will move to Australia but theyshould move back to America, otherwise Australia will suffer like us,"he told ABC news.According to the Marianas Variety, over the next 10 years Guam willsee an increase of Air Force personnel to about 4500 and navypersonnel from 4000 to 8000. This is apart from the 17,000 marines andtheir dependents who will would be relocated to Guam.At the Andersen Air Force base, military installation was preparingfor 3100 more active duty personnel and their dependants to bedeployed in the next few years—in addition to the 8500 officers andtheir dependants already at the base.CAMPAIGN: Nativdad says they will campaign for as long as it takes tohave their concerns heard.Their fight is particularly difficult because though they are UScitizens, they are citizens without the right to vote, therebyweakening their ability to determine local policies that are set bythe federal government.Guam's congressional representative does not have a vote and can onlylobby—Guam is an unincorporated US territory with limitedconstitutional rights."We are currently working very closely with alliances in the AsiaPacific region," Nativdad says."In addition, we have launched a stick campaign stating "8000? Howwill it change our lives" to help stir the debate amongst ourpopulation. Speaking to theSunday Telegraph on December 31, Howard acknowledged his concern thathostile rival powers, such as China and Taiwan, could "take over" theregion. The prime minister also pointed to Washington's expectationthat Australia would take responsibility for maintaining "stability"in an area US imperialism regards as its own sphere of influence.Howard's comments are intended to signal that his government will notback down in the face of mounting hostility to its activities in theregion, and will be prepared to utilise military force to suppressopposition. The Telegraph interview confirms that Australia's recentinterventions in East Timor, the Solomon Islands, Papua New Guinea(PNG), Tonga, and Fiji are only the beginning of its long-term plans.Howard's Pacific agenda is marked by recklessness, arrogance andcomplete disregard for international law. The government—and behind itthe entire Australian political establishment— aims to politically andeconomically restructure the South Pacific in line with the strategicand economic interests of Australian imperialism. National sovereigntyand the basic right of ordinary Pacific Islanders to determine theirown future are regarded by Howard and his accomplices as totallyirrelevant.The emergence of Australian neo-colonialism in the Pacific occurs amidthe eruption of US militarism and the re-surfacing of bitterinter-imperialist antagonisms, comparable to those that dominatedworld politics in the 1930s. Under the banner of the "global war onterror", the Bush administration has torn up international law andconventions, embarking on pre-emptive wars of aggression in an attemptto overcome America's declining economic status relative to itsEuropean and Asian rivals. Bush's recently announced escalation of theIraq war, and its likely extension to Iran and Syria, underscores thespeed with which the American ruling elite is resorting to outrightcriminality and truly barbaric methods of rule.No part of the globe—including the South Pacific—is immune from theconsequences of the breakdown of the international order establishedafter World War II. Howard pointedly warned the Australian people toget used to permanent military deployment throughout the region. "Thisis a long, hard road, and it will need great patience andunderstanding by the Australian public to live with, probably for aperiod of 10 to 20 years, with a two-steps-forward, one-step-backwardsituation," he told the Telegraph."I can understand Australians saying, `Well, look, let's forget aboutit. Leave them to their own devices; don't waste any money', butthat's the wrong approach to take, because they will fall into thehands of the evil from other countries and we have to work very hard,"he continued. "Certainly there's a bit of a battle between China andTaiwan... If we just throw up our arms and go away, you'll end up withthese places being taken over by interests that are very hostile toAustralia."Notably, the prime minister made little effort to repeat hisgovernment's usual justifications for Australia's neo-colonialinterventions: rescuing "failed states", preventing terrorism,providing humanitarian aid, combating corruption, promoting democracyand the rule of law, etc. That he set these aside, pointing instead tothe "evil" from Australia's rivals, indicates his alarm at the growingopposition to Canberra's manoeuvres among ordinary Pacific Islandersand the move by sections of the political elites in East Timor, PapuaNew Guinea, Solomon Islands and Fiji towards other powers, especiallyChina, as a counterbalance to Australian demands and dominance.China's growing influenceThe South Pacific has long been an arena for great power rivalriesbetween the old colonial powers, France, Britain, and Australia, aswell as Asian countries including Japan, Malaysia, and Indonesia. Therising economic and diplomatic influence of China, however, is a newand profoundly destabilising factor that is challenginglong-established relations. While Howard describes the South Pacificas Australia's "special patch", Beijing now has substantial economicinterests in the region, and is seeking to develop its geo-strategicposition.The Chinese and Taiwanese governments are competing to securediplomatic recognition from the various Pacific states. Of the 24countries in the world that recognise Taipei over Beijing, six are inthe Pacific (Palau, the Marshall Islands, Tuvalu, Nauru, SolomonIslands, and Kiribati). Governments in the region have played off thetwo powers against each other, granting diplomatic recognition andsupport in the UN General Assembly to the highest bidder in terms ofaid and trade agreements. Both China and Taiwan have been accused ofbribing favoured politicians and factions to ensure the installationof friendly governments.China's interest in the South Pacific, however, goes far beyond thequestion of Taiwan and the "one China" policy. An estimated 3,000state-owned and private Chinese companies operate in the region,including in mining, logging, fishing, and tourism. Economic ties arerapidly developing. Bilateral trade between China and Papua NewGuinea, the South Pacific's largest economy (and until 1975Australia's colony), has increased from $A5 million in 1991, to $A233million in 2000, to $A540 million in 2005.The region's natural resources now help fuel China's ongoingindustrial expansion. Papua New Guinea, for example, was China'ssecond largest source of logs in 2005, behind Russia, and 80 percentof PNG's log exports go to China. One of China's largest overseasinvestment projects, the Ramu nickel mine, is located in PNG. Openedlate last year, the mine was developed by China's MetallurgicalConstruction Corp after Beijing reached a $US915 million financingagreement with the PNG government. The investment was directly drivenby a shortage of raw materials for China's stainless steel industry.The Beijing bureaucracy is investing considerable resources in itsdiplomatic relations with the South Pacific countries. China now hasmore diplomats in the region than any other country, and Pacificleaders visiting Beijing are granted lavish receptions. While thereare no official figures available, Chinese aid to the South Pacific isestimated at more than $A300 million annually—a sum nearly twice thetotal gross domestic product of the three poorest nations in theregion (Kiribati, Nauru, and Tuvalu). Much of Beijing's aid is devotedto prominent "prestige projects"—sports stadiums in Fiji and Samoa, aparliamentary complex in Vanuatu, and new foreign ministryheadquarters in PNG—and unlike Australian aid money, Chinese fundingdoes not require Pacific governments to fulfil "good governance" andother obligations.Several American and Australian foreign policy analysts have warned ofthe long-term strategic implications of China's growing influence. InWorld War II, the US was forced to wage a series of bloody battlesagainst the Japanese to secure control of the Pacific Islands. Afterthe war, US authorities considered the entire Pacific Ocean to be an"American lake". In partnership with allies such as Australia,Washington's intent was to maintain exclusive control and prevent anypotential adversaries from gaining a foothold in the strategicallysignificant region.Stratfor, an American security and intelligence think tank, has warnedthat, "China's need to counter American power—combined with Beijing'slimited naval capability—makes a Pacific Island strategy as natural tothem as it was to the Japanese decades ago." Stratfor raised theprospect of Beijing attempting to counter US naval dominance bystationing missiles in South Pacific countries. "While Beijing isunlikely to deploy forces to the South Pacific soon, its relationshipswith the island nations offer it a strategic tool to counter US navalpower in Asia. The Chinese military has paid great attention to thedevelopment of shore-based anti-ship missile systems it eventuallycould deploy throughout the South Pacific and Southeast Asia."The US has already made clear its unwillingness to allow any erosionof its military position in the Pacific. Washington paid considerableattention to a satellite tracking station constructed by the Chinesegovernment in Kiribati in 1997. While Beijing insisted the station wasonly used for scientific and commercial purposes, the Bushadministration alleged that it was being used to develop a Chinesespace warfare program and also spy on the US military's missiletesting facility in the neighbouring Marshall Islands. This facilityis vital for the development of the Bush administration' s StrategicDefence Initiative ("Son of Star Wars") missile defence system. TheChinese tracking station was shut down in 2004 after Kiribati'sgovernment recognised Taipei. Although never proven, Washington waswidely believed to have been involved in behind-the-scenes manoeuvresencouraging the diplomatic switch.Canberra as Washington's proxyCanberra fears Beijing's growing influence in the South Pacific for anumber of reasons. China's increasing commercial ties—particularly itsaggressive pursuit of oil, gas, minerals, timber, and fishinginvestments—threaten s corporate Australia's dominant position in theexploitation of the region's natural resources. Canberra's foreignpolicy establishment is also hostile to Beijing and Taipei's aid andtrade rivalry, which it considers a threat to its efforts to cultivatecompliant pro-Australian regimes in the Pacific states.Canberra's alliance with Washington is a critical factor shaping theHoward government's response to Beijing's entry into the SouthPacific. Bush has previously designated China as a "strategiccompetitor" and looks to Canberra to defend US interests in the region.In the Sunday Telegraph interview, Howard explained, "That's why we'vebeen increasing the size of our army. It's all designed to give us thecapacity to deal with things in the region. And this is ourresponsibility. The rest of the world looks to us to do it, and themore we are able to play our part effectively here, the less islegitimately expected of us in other parts of the world. That's not tosay we won't do other things, but if we can have an effectivestabilising role in the whole Pacific region, I can assure you that ismightily important to the Americans and to our allies in Europe."The Howard government has unconditionally backed the Bushadministration' s criminal interventions in the Middle East,dispatching troops to both Afghanistan and Iraq. In return, Washingtonhas provided critical backing for Canberra's operations in thePacific. Underlying this quid pro quo is a convergence of interests,with the Howard government advancing its agenda in the region underthe aegis of US imperialism' s claim to global hegemony. This is theessence of Howard's self-proclaimed role of "deputy sheriff".The Bush administration' s so-called war on terror and its doctrine of"regime change" and pre-emptive war were the basis for the Howardgovernment's takeover of the Solomon Islands in 2003, when itdispatched hundreds of soldiers, police, and bureaucratic personnel tothe tiny country. The Regional Assistance Mission to Solomon Islands(RAMSI) was subsequently hailed as a model military-led interventioninto a "failing state" that could be applied throughout the region.When announcing the expansion of the Australian military last year,Howard named Papua New Guinea, Fiji, and Vanuatu as further potentialtargets.The Bush administration has repeatedly expressed its appreciation ofCanberra's role. US Secretary of State Condoleezza Rice was asked lastmonth whether she was disappointed that Australian troops were notplaying a more front-line role in Iraq. "I would never use the worddisappointment in the same line with Australia," she replied. "This isa country that, not only in Iraq, not only in Afghanistan, not only intsunami relief, not only in support for all that we're doing in theAsia Pacific, but also in taking really primary responsibility inplaces like the Solomon Islands, Fiji, East Timor, has put itsresources and its assets at the disposal of peace and security in theregion, and in the spread of freedom. And I just can't think of abetter friend and a better ally."Nevertheless, Canberra and Washington do not share identical positionsin relation to Beijing. The Howard government has generally adopted aless belligerent stance than the Bush administration. This is due tothe Australian ruling elite's interest in maintaining its lucrativeexports of natural resources such as gas, gold, iron ore, coal, andaluminium to China. These exports have been crucial for Australia'seconomic growth—and Howard's electoral successes—over the past decade.Canberra is currently seeking to negotiate a free trade deal with Beijing.Despite these differences, the Howard government and the Bushadministration agree that no potentially hostile power can bepermitted to advance its strategic and economic interests in the SouthPacific at their expense. That Howard abandoned his usual caution inthe Telegraph interview and identified China as a rival indicates justhow much is at stake.The struggle against neo-colonialismThe Howard government's vision of neo-colonial military-ledinterventions in the Pacific lasting 10 to 20 years presents enormousdangers to working people and youth in the Pacific Islands and inAustralia.It will inevitably produce a catastrophe. The population of thePacific Islands have suffered a long history of British, French,German, and Australian colonial domination. It is impossible that suchforms of rule can be peacefully imposed in the twenty-first century.Pacific Islanders have every right to resist Canberra's machinationsand it is only a matter of time before Australian soldiers and policeare targeted. The initial stages of such a struggle are alreadyevident in East Timor and the Solomon Islands. Canberra will respondby escalating its violence and repression, unleashing military forceon a scale not seen in the Pacific since World War II.The domestic repercussions will be no less calamitous. Democraticrights are already under sustained attack, and this will intensify asopposition to Howard's agenda mounts. Bourgeois democratic norms andbasic legal and constitutional rights are fundamentally incompatiblewith a state of permanent military mobilisation. In its efforts toforge a constituency for war and divert mounting social tensions, thepolitical and media establishment is pumping out the poison ofnational chauvinism—involving the incitement of anti-Muslim racism andpromotion of "Australian values"—and glorifying militarism.Young people face a future of being dragooned into the armed forces ascannon fodder for military interventions. School children are alreadybeing encouraged to enlist in the cadets and then the army. The Howardgovernment has introduced a military "gap year" for those who havefinished school but do not wish to immediately begin their tertiaryeducation. Last year Howard announced that an additional $10 billionwill be spent to recruit another 2,600 troops, on top of a 1,500increase announced in December 2005, bringing the total increase to 20percent. Half a billion dollars has also been committed for the neardoubling of the Australian Federal Police's "international deploymentgroup"—an outfit focussed on operations in the South Pacific.Inevitably, these initiatives will soon be accompanied by moves tointroduce conscription.The billions of dollars in public funds being poured into the militaryrepresent a massive social misappropriation. While funding for publichealth and education, social infrastructure, and welfare and socialservices have all been gutted by successive state and federalgovernments, "defence" spending has skyrocketed. Australia is now theeleventh largest military spender in the world and ranks ahead ofcountries such as Israel, Turkey, Brazil, and Iran.The political starting point for a struggle against the turn tomilitarism and war is the recognition that not a single element withinthe Australian political and media establishment opposes any aspect ofthe Howard government's neo-colonial operations in the South Pacific.To the extent that the opposition Labor Party and its new leader KevinRudd have any criticisms of the government, they are all from theright. Rudd accuses Howard of incompetence for allowing an "arc ofinstability" to develop, and advocates greater tact in diplomaticefforts aimed at browbeating Australia's neighbours. Like the Greens,Labor calls for the redeployment of Australian troops from Iraq to theSouth Pacific in order to bolster operations in East Timor, theSolomons, and elsewhere.The unanimous defence by Labor and the minor parties of Australia'sPacific interventions ultimately derives from their support for theprofit system and the nation-state system upon which it rests.Opposition to war, militarism, and neo-colonialism can only beadvanced on an independent socialist and internationalist basis.The Socialist Equality Party (SEP) will be standing candidates in theNew South Wales state election scheduled for March 24 and the federalelection due later this year. Our campaign will be focussed onbuilding a mass movement of the working class against militarism andwar—in Iraq, the Middle East and in the South Pacific. We demand theimmediate withdrawal of all US, Australian and other troops from Iraqand Afghanistan, and all Australian soldiers, police, and bureaucraticpersonnel from the Pacific.
